For any metric reported in a briefing three or more days running, the persistence is the signal — not the absolute value. If you've recommended 'drain N' for three consecutive days and N is still ≥N-1, that recommendation has already failed. Stop recommending the drain; instead surface the failure mode (which child jobs are wedged, which phase is stuck, which env var is missing) and recommend the diagnostic command that finds it.
