Hydrolyze's wave allocator uses a 500ms close-finish hard floor because that's the coach's LAP-button rate limit — a coach physically cannot press LAP twice within 500ms reliably. So when two swimmers would finish within 500ms of each other, the allocator pushes one into the next wave rather than risk a collision. Wave ordering is re-evaluated per set too, because a swimmer's 50 Free PB is a bad predictor of their 200 IM time — different strokes/distances need different wave orderings.
